Celibacy and confessional aside, the child sex abuse inquiry must prompt canon law reform

Currently, no-one except the Pope can hold Catholic bishops to account if they commit or conceal crimes. It's why we needed the royal commission. Now the church must reform canon law, or it will become "business as usual" again, writes Noel Debien.
