Why is Huawei allowed to install cell boxes when it is banned from 5G?

Chinese telco giant Huawei has been prohibited from taking part in the rollout of 5G infrastructure in Australia, but it is getting involved in the installation of small cell boxes in some suburbs. The distinction between the "core" and "edge" of the network could be the key.
