The government has failed older Australians and anyone who may one day need 24-hour care

The family are gathered around the bed, their faces lined with worry. They suspect their mother is dying and that they have limited time left with her. They have watched her slowly deteriorating over the past few weeks – eating less, sleeping more, and talking to the invisible people she sometimes sees at the end of the bed.

The tumour that has been growing in her breast has broken through the skin, and the odour is stifling. She has said many times in the past year that she is ready to die, and does not want to go to hospital.
